Abstract
District 22 is located between Tehran and Karaj, with the nature of being objective. In a larger scale, it can be considered as an object that has been attached to Tehran. In a smaller scale, it contains different objects that emphasize their significant presence. The influence of this district on big cities like Tehran insists on this nature, but on a smaller scale, it contains isolated packages that are separated to a wide level. The existence of height contrast also adds to its objective nature. In this district, we encounter two city flows: one that happens on the ground, like Tehran, and another that occurs at different height levels. The city flow in Tehran is defined by conjunctions and the relationship between its components, while the plugged district is defined by pointed flows and the isolation of significant packages and their inner relation. Here, the ground is generated in height, and horizontal levels are meant to be important. In this district, spots with different programs, like isolated packages, are formed with their specific colonies. Little or big spots with different programs, although from the aspect of relation and function, they are weak, but they have the potential to improve. Being near highways, being a colony, and being a threat in the current condition may also be considered an opportunity. The existence of highways near spots with different programs, because of its high acceleration, has an influence on active neighbors. Decreasing the distances and their repulsion are their potentials. One active body, like Azadi Stadium and Chitgar Park near Tehran-Karaj Highway, and from the other active side of the Hemmat Highway, has similar conditions. Highways, as an object in Tehran, break down the field of the city at their crossings, and in district 22, they go from the neighborhood of a large number of objects. Before entering District 22, we face the city as a field, but after entering, we face the city as objects.
Actually, alleys and neighborhoods have no place in this district, but its highways and blocks are the main features that stand out. There are no hierarchies, and everything is integrated into the town cities. District 22 is a large structure that contains small and large structures, creating specific patterns and networks, some separated and some continuous. Pointed programs with different strengths have defined neutral spots among themselves, creating non-functional spaces. Due to this, we can see the district as islands that behave differently from each other. Emptiness and fullness, working with inside and outside, centered and scattered are some of the noticeable measurements of the district. District 22 can be seen as an isolated package that, although insists on its isolated and objective nature, has intentions for continuous flows and creating them among its isolated colonies.

These diagrams are designed to analyze the activation times of programs. The X and Y axes represent the building plan, while Z represents the active time of the building. This diagram can assist us in designing the space between two programs, converting the “between space” into a program with 24-hour availability.

The idea for the region
District 22 is full of fluctuating points that are switched on and off at night by their internal flows. In a district that plays an important transregional role, time gains importance due to the changes taking place in these points. The second system is designed as a plug-in to shape timed programs, balance fluctuations, and direct flows.
